    "content": "Hon. Speaker, I would like to speak to the issue of public participation as defined in Article 221 of the Constitution. We disbanded the Budget and Appropriations Committee midway in the last Parliament because there was the thought or feeling that the Members of the Budget and Appropriations Committee had a way of getting an advantage over other Members. We must conduct public participation which is not the view of the Member. It must be the view of the public outside the realm of the Member. That is the reason we have that provision in the Constitution. If in the event that Members feel that other Members are advantaged, there will be a problem such as what we had in the last Parliament."
