    "content": "Madam Temporary Chairperson, I beg to move: THAT the Bill be amended by inserting the following new Clause immediately after Clause 7— Declaration of the end of a pandemic. 7A. The President shall, on the recommendation of the National Committee and by notice in the Gazette, declare that a pandemic is no longer a threat to the social, economic or political stability of the country. We provided for the beginning and now also for the end for things to go back to some level of normalcy."
