    "content": "Madam Deputy Speaker, I rise pursuant to Standing Order No.48(1) to seek a Statement from the Standing Committee on Roads, Transport and Infrastructure regarding the National Construction Authority (Defects and Liability) Regulations, 2020, that were recently gazetted by the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works. In the Statement, the Committee should: - (1) Explain why public participation and adequate stakeholder engagement was not conducted during development and prior to gazettement of the regulations. (2) Provide adequate information on the ambiguous and contradictory interpretations that potentially invalidate most construction contracts in Kenya.
