Speaker, following the letter dated 11th March 2025, the National Assembly Departmental Committee on Energy requested the Cabinet Secretary, Ministry of Energy and Petroleum, to make submissions on a request for a Statement by Hon. Umul Kheir Kassim, the Member of Parliament for Mandera County, regarding power outages in that County. The following are the submissions as requested. Question number one is with regard to the steps taken by the Government to address frequent power outages in Mandera County. Mandera is an off-grid county served by diesel generators. The current demand for Mandera is 3.8 megawatts, with the following installed and effective generation capacity as indicated in the table provided."

"content": "The Government provided funds for procurement of additional capacity of 1.5 megawatts through Independent Power Producer (IPP) that is M/s. ENCOMM Power Rentals, to add to the existing effective capacity of 2.9 megawatts. Therefore, with a full capacity operation of 4.4 megawatts, there will be sufficient generation capacity to meet the power demand. The repair and provision of an extra generator will be by end of April 2025. The second question was about the immediate measures being put in place to replace malfunctioning generators, including providing additional generators with the required wattage to ensure constant supply of power in the county. "content": "1. The faulty 1x1250KVA generator for M/S ENCOMM Power Rentals is being replaced. The substitute generator arrived on site on Sunday, 23rd March 2025 and installation and commissioning was completed by 26th March 2025. 2. Delivery of repair parts has been done and repairs are underway for the 2 units of 1250KW each. The Kenya Power (KP) awarded the repair contract to M/S Car & General and repairs are to be completed in the next two weeks due to importation of parts and actual repair works. Therefore, once the repairs and installation are done by the end of March, the load shedding affecting Mandera County will be completely resolved. The third question was about the long-term plans for stable power supply in the county, including exploring alternative avenues such as the acquisition of generators through Independent Power Producers (IPPs). The response is as follows: The medium-term solution is to have an IPP do a hybrid solar and diesel plant that will generate up to 10MW. The long-term plan is to get the grid to Mandera."
