            "content": " I am acting on behalf of the Chairman. Hon. Temporary Speaker, I beg to move: THAT, taking into consideration the findings of the Departmental Committee on Transport and Infrastructure in its report on the approval hearing of a nominee for Appointment as Principal Secretary, laid on the Table of the House on Tuesday, 15th April 2025, and pursuant to the provisions of Article 155(3)(b) of the Constitution and sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act, Cap 7F, this House approves the appointment of Mr Aden Abdi Millah as Principal Secretary, State Department for Shipping and Maritime Affairs. Hon. Temporary Speaker, pursuant to the provisions of Article 155 (3)(a) of the Constitution and Section 47(3) of the Public Service Commission Act, Cap 188, and Section 5 The electronic version of the Official Hansard Report is for information purposesonly.             "content": "of the Public Appointments Parliamentary Approval Act, Cap 7F, His Excellency the President submitted the name of Mr Aden Abdi Millah as the nominee for appointment for the position of the Principal Secretary for the State Department for Shipping and Maritime Affairs. By Section 6(9) of the Public Appointments (Parliamentary Approval) Act, the Clerk of the National Assembly invited interested members of the public to submit any representation by written statements on oath or affidavits, with supporting documents, on the suitability of the nominee. The invitations were made via advertisement in the dailies on 3rd April 2025. The notification was followed with a letter to the nominee inviting him to attend the approval hearing and requesting him to submit a completed questionnaire as directed by the National Assembly. Pursuant to provisions of Article 118 of the Constitution, Section 6(3) of the Public Appointments (Parliamentary Approval) Act and Standing Order 45(3) of the National Assembly Standing Orders, the Clerk of the National Assembly, by way of advertisement in the print media, notified the general public of the intention of the Committee to conduct the approval hearing."

            "content": "The Committee conducted the approval hearing on Friday, 4th April 2025, and in conducting the approval hearing, the Committee observed as follows: 1. That Mr Millah started his career as a technician at Kenya Power. He also has extensive experience in different corporations, both within and outside Kenya. 2. The nominee holds an MBA from Mount Kenya University. He portrayed considerable knowledge and understanding of the shipping and maritime sector. He exhibited exemplary knowledge of topical, administrative and technical issues in the maritime sector and has the requisite qualifications and experience to serve as Principal Secretary for Shipping and Maritime Affairs. 3. The nominee meets the requirements of Chapter Six of the Constitution and provided all the documentation necessary for approval as Principal Secretary for the State Department for Shipping and Maritime Affairs. 4. The nominee has the experience, knowledge and qualification to be appointed to the position of Principal Secretary for the State Department for Shipping and Maritime Affairs. He showed great enthusiasm and great ideas to harness resources within the maritime sector for the betterment of Kenya. Based on the observations, the Committee recommends to this House to approve the appointment of Mr Aden Abdi Millah as the Principal Secretary for the State Department for Shipping and Maritime Affairs. Hon. Temporary Speaker, I beg to move and request Hon. Hussein Weytan to second."
