  • 29 Jun 2021 in National Assembly: Like it has been raised by most Members, when we were interrogating the Supplementary Budget at the Committee level, we found out some cases that need to be corrected. One of the issues we raised is the timing. We made a proposal that the latest we can receive a Supplementary Budget is by 30th April. In as much as we are in extraordinary times which need extraordinary measures, there are issues that can be addressed when we are budgeting. COVID-19 did not break out within this financial year. This is the second year it has been there. The Ministry of ... view
  • 29 Jun 2021 in National Assembly: On this issue of pending bills, we realised that it is a grave concern. There are many Kenyans who are languishing in poverty because they have supplied the Government, but the Ministries, Departments and Agencies (MDAs) or Semi-Autonomous Government Agencies (SAGAs) are not in a position to clear the pending bills. Like it has been said by our Chairperson, Hon. Kanini, we have seen, in the print media, four pages of Kenyans being auctioned. We have seen media houses hosting parties for auctioneers because they are giving them business. When we see that, you must realise that there are many ... view
  • 29 Jun 2021 in National Assembly: Again, it is important for this House to note that we can also intervene when we are doing the budget process by putting resources to most of these SAGAs and MDAs where there are huge pending bills. We saw the case of the National Youth Service (NYS) which I know, from history, were issues to do with corruption but, it is not that every individual who supplied the NYS have not been paid. In fact, the big ones were paid, but the small suppliers who supplied very ordinary small things were not paid. We need to address that because it ... view

  • 23 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. For your information, I was here yesterday up to around 10.00 p.m. From the outset, I support this Bill. It is going to address many issues that were left out by the Senate that we expected to be functional. Unfortunately, it resorted to duplicating the responsibilities of the National Assembly and play different roles. In a functional Senate, this issue should have been addressed by 2013, a long time ago. I first want to thank the Committee that sat to interrogate this Bill. The Kenya National Blood Transfusion Service Bill is long overdue. The ... view
  • 23 Jun 2021 in National Assembly: in this field who understand these things more than the majority of us. I saw many organisations, including the Bloodlink Foundation that brought their submissions and memoranda. If you look at any Bill, the input of stakeholders is almost 40 per cent of the output that you get from the Bills. I remember the Bills that were before us yesterday like the Finance Bill that is still before us. Many issues were raised by the members of the public through different organisations and individuals who appeared before the Departmental Committee on Finance and National Planning to present their issues. It ... view
  • 23 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, I would like to support the Report. As a Member of the Committee on Budget and Appropriations, I want to agree with most members who have spoken before me that it was very challenging to address this Report considering the time it came before us and the fact that we needed to engage all the departmental committees and again to relook into the entire supplementary budget. Like it has been said, we observe that the issue of pending bills is big. It is becoming a huge problem where we need to ... view

  • 22 Jun 2021 in National Assembly: It is very interesting. At the outset, I would like to support the Bill, of course, with amendments by the Committee. I appreciate the work done by the Committee, especially under the leadership of Hon. Gladys Wanga. I have noticed the input from public participation which is a constitutional provision and the spirit of the law is to guide and have representation because as Members of Parliament, we represent the people. The contributions from the public should be respected as per the Constitution. Most of the proposed amendments were made after the input from public participation. The Bill initially had ... view
