  • 5 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Even as I support this amendment, Hon. Pukose is being very mean with his explanation. This amendment has about six bullets. Some of them are even talking about deleting a paragraph where a member of the Institute of Certified Public Accountants of Kenya representing the Kenya Private Sector Alliance (KEPSA) should be deleted. I thought it makes a lot of sense for some of those details to be explained. Why do we not want members of the private sector to be part of this important Board? He has been mean. view

While they can do the work of the police under special circumstances, I do not think we should have a law which allows them just to act like police officers. Therefore, I support. view

From what the Leader of the Majority Party said, even though he says this amendment is from the National Treasury, it is not clear why they are amending the NHIF Act. He needs to make it clear so that we can know what we are supporting or not supporting. view

What the Vice-Chairman is saying makes a lot of sense and, more so, with regard to the penalties where he proposes that we increase the fine from Kshs10,000 to Kshs5 million. This is going to be good for the economy. We will make sure that people comply with the law. So, I support. view

The issue of regional balance is also important. I would also have moved an amendment to reduce that number, but Hon. Ochieng has already done that. I remember that some time back, we reviewed membership for all commissions and most of the Members were of the opinion that the membership of this commission should be reduced to a maximum of five members. My appeal to the Departmental Committee on Finance, Planning and Trade is that this petition be taken seriously in terms of deliberations. This petition is about an independent commission. We have a number of constitutional independent commissions in this country. My appeal is that this petition should be dealt with in a way that would clear all the issues to do with independent commissions.
