  • 2 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion because it is very important. Just as hon. Mwaura is saying, it is important that we use the word “resolve”. I was also wondering whether, other than just saying “reviewing the prices”, we actually say “reviewing the prices upwards”. That is really the basic thing. If you look at milk and what we call the nutritional value of milk - I am talking about milk from a cow, goat and camel. Over time, milk has been used in place of mother’s milk where mothers are not able to allow ... view
  • 26 Sep 2013 in National Assembly: Hon. Deputy Speaker, I really struggled to hear what the Chairman was saying, but I think I got the last bit which is of interest to me. This is where he has said that they are waiting for the contract to be signed. This road is very important to the Kamba Community and more so the people of Kitui County. What he has said in terms of feasibility studies and signing of some of the contracts is true. However, this contract with a bank in China has really taken a long time. I remember that before former President Kibaki retired, ... view
  • 26 Sep 2013 in National Assembly: to take over and do the same. I want the signing of this contract to be accelerated so that this road is built. It is our mainstay in terms of opening the area. Hon. Deputy Speaker, I appreciate the efforts of the Committee in giving us this information. However, I think that through the Chairperson, we need to push the Cabinet Secretary so that the signing of the contract is finalized. view
  • 26 Sep 2013 in National Assembly: On a point of order, hon. Deputy Speaker. Yesterday, the Leader of the Majority Party said that, in terms of the Chairpersons of Committees and inclusion to Committees, the Coalition has a final say. Today he is requesting you to order on the performance of the Chairpersons of Committees. Is he in order to do so, or should he not just change these Chairpersons and get a new team? view

  • 26 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, I rise to oppose this Motion. The reason is not the content, but the need to extend the time. I am one of the few Members who stood here to support this Motion. I said that this Committee needs to come up with a report so that Kenyans know the position of miraa . I have seen Kenyan ladies in Kitui Central constituencies demonstrate. It is the wearer of the shoe who knows where it pinches most. I said that it is on that basis that I was supporting the Motion. Now we are being asked ... view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity. Before I contribute to the Motion, I would like to mention something about the way we are given chances to contribute to debate. I have been sitting here since 9.00 a.m. At some point, the House did not have a quorum and the Division Bell had to be rung for us to get a quorum. In order for us to be fair to all hon. Members, it is fair that we observe regional balancing in terms of allocation of speaking chances. We should also respect the fact that some ... view
  • 25 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, having said that, I would like to support the Motion with a lot of reservations. In this Motion, there are good proposals like that of providing uniforms, identification documents and regular allowances to police reservists. Those are good proposals. However, I have a lot of reservations relating to provision of automatic firearms to those civilians. I say so because, to me, cattle rustling is not purely an issue of security. There are lots of socio-cultural issues relating to cattle rustling. I am sure that in some communities, cattle rustling is a highly regarded social-cultural activity. I ... view
  • 25 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, in Kitui County, we do not have serious cattle rustling, but because some of our neighbours have the cattle rustling practice and are armed, they extend the problem to us. view
