  • 17 Oct 2013 in National Assembly: How do we handle a situation where a woman marries another woman? This is a union like any other union and it is allowed in some communities. That is another area we should think about as we move forward. We should think of an amendment. I would like to say that this Bill is progressive--- view
  • 17 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I like that piece of information, but the reality of the matter is that--- When I talk about a woman marrying another woman, it is not in the real sense a man marries a woman. The lady will marry another woman but in terms of who takes care of that family, it could be a relative of the old lady. So, it is not really a marriage in the real sense. However, the fact of the matter is that any time you go to that home and you ask the husband of that lady, ... view

  • 9 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker for giving me this opportunity to contribute to this important Motion. At the outset, I want to say that I support this Motion. I am aware that the Standing Orders of this House have a provision for Departmental Committees. They also provide for ad hoc committees. While we have had hon. Members here seeking adjournment of the House to discuss issues of national importance, the Committee on Transport, Public Works and Housing has not made request to discuss road safety. It is important that this House discusses this important Motion on road safety. Life is ... view

  • 2 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion because it is very important. Just as hon. Mwaura is saying, it is important that we use the word “resolve”. I was also wondering whether, other than just saying “reviewing the prices”, we actually say “reviewing the prices upwards”. That is really the basic thing. If you look at milk and what we call the nutritional value of milk - I am talking about milk from a cow, goat and camel. Over time, milk has been used in place of mother’s milk where mothers are not able to allow ... view
  • 26 Sep 2013 in National Assembly: Hon. Deputy Speaker, I really struggled to hear what the Chairman was saying, but I think I got the last bit which is of interest to me. This is where he has said that they are waiting for the contract to be signed. This road is very important to the Kamba Community and more so the people of Kitui County. What he has said in terms of feasibility studies and signing of some of the contracts is true. However, this contract with a bank in China has really taken a long time. I remember that before former President Kibaki retired, ... view
  • 26 Sep 2013 in National Assembly: to take over and do the same. I want the signing of this contract to be accelerated so that this road is built. It is our mainstay in terms of opening the area. Hon. Deputy Speaker, I appreciate the efforts of the Committee in giving us this information. However, I think that through the Chairperson, we need to push the Cabinet Secretary so that the signing of the contract is finalized. view
  • 26 Sep 2013 in National Assembly: On a point of order, hon. Deputy Speaker. Yesterday, the Leader of the Majority Party said that, in terms of the Chairpersons of Committees and inclusion to Committees, the Coalition has a final say. Today he is requesting you to order on the performance of the Chairpersons of Committees. Is he in order to do so, or should he not just change these Chairpersons and get a new team? view
