  • 6 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. I take this cue to congratulate my friend, the Senator for Murang’a, for this important Petition. However, I would like him to take into cognizance a very important aspect in terms of the dumping of waste. We need to know that the dumping is not only done in Murang’a County but also in other areas like Athi River which empties its waters into the Indian Ocean. It is important to know that all the industrial effluent from Nairobi, Murang’a, and Kiambu counties empties its heavy pollutant metals into Athi River. That is the water which ... view
  • 14 Dec 2017 in Senate: Thank you Mr. Speaker, Sir. I would also like to join my colleagues in thanking your office and the leadership for considering people like me, who are from a small political party. I was scared, but I think I have gotten justice. I am very lucky to be in three Committees. However, I need to caution that as important as these Committees are, they are not composed of experts. With that regard, it is always important that these Committees work in coordination. If you think that you can fetch certain wisdom from Committee A or B, so be it. We ... view
  • 7 Dec 2017 in Senate: Mr. Deputy Speaker, Sir, this is a serious matter. Last time, the hon. Senator requested up to today. Last time, he asked for two weeks but we generated down to today. The Members of County Assembly (MCAs) and the County Assembly of Machakos are suffering because His Excellency the Governor of Machakos has decided to punish them simply because they did not approve the County Executive Committee (CEC) Members. So, any delay will bring the business of the County of Machakos to a halt. Be specific on when you will deliver the Statement next week. Let us not prolong it. ... view

  • 7 Dec 2017 in Senate: I will help you by giving you documents. view
  • 7 Dec 2017 in Senate: Mr. Deputy Speaker, Sir, I will help the Senator to get the information. She needs to meet with me so that can I give her the document. The money has already been released to the executive but he does not want to release the money to the County Assembly. That is why last time in that Statement, I requested that if the worst come to worst, we have power to summon the Governor of Machakos County to appear before the Ad Hoc Committee and show cause why. view
  • 30 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir for giving me this opportunity to seek a statement on the delay in the release of the funds to county assemblies, but in particular, Machakos County Assembly. I am moving pursuant to Standing Orders No. 46 (2) (b). I rise to seek a statement from the Senate Majority Leader regarding the delay by the county treasuries in releasing funds to the county assemblies and in particular to Machakos County Assembly, thereby, affecting its operations and compromising its primary role of oversight, representation and legislation. In the statement, the Senate Majority Leader should do the following: ... view
  • 30 Nov 2017 in Senate: Mr. Temporary Speaker, Sir, I know I have raised a lengthy question, but I need to remind the Senate Deputy Majority Leader that what Machakos County is asking is already in the Governor’s kitty. The money has already been put in Machakos Treasury; only that the Governor has been adamant in releasing the money to the County Assembly. So, the question of one or two weeks does not arise. We need a response as soon as possible, possibly by Tuesday. view
  • 9 Nov 2017 in Senate: Thank you, Mr. Deputy Speaker, Sir. I am supporting Sen. Mutula Kilonzo Jnr., but one thing is very clear here--- view
  • 9 Nov 2017 in Senate: The point I am going to raise here is of great importance in regard to what happens with the monies. We know there is a lacuna in this Constitution. This Constitution is silent on what happens when the national Government delays to disburse money to counties like it is happening here. We need to put a stop gap to any attempts by future governments, especially those who will dilly-dally in releasing the funds on time. In future, we need to have a provision on punitive clauses like it is known in common law, so that, that money which is delayed ... view
  • 7 Nov 2017 in Senate: Madam Temporary Speaker, with due respect to my learned colleague here, I think the Senate Majority Leader is twisting the question. To the best of view
