  • 27 Apr 2022 in National Assembly: I had an opportunity to go to his House with the late Vice President Kijana Wamalwa, and we had a chat over tea with him. I remember even Joseph Kamotho was there. From his communication, he was a humble man. The very first time I want to State House again with the late Vice President Wamalwa after his installation in Uhuru Park, he was still on a wheelchair. We salute him for the humility he had as a President, for being a family man and for the healthy economy. We call upon leaders of this country that we are looking ... view

  • 27 Apr 2022 in National Assembly: Parliament. He respected the Judiciary. We salute him for that. I am even told that he could at that time call off Cabinet meetings if a Cabinet Minister was invited to Parliament. We salute him for the respect he had for Parliament and the independence of the Judiciary. May his soul rest in eternal peace. I thank you. view

  • 5 Apr 2022 in National Assembly: Thank you, Hon. Speaker. With climate change, we have seen a lot of difference in terms of the gazetted hardship areas. It is, indeed, important that the relevant Committee should visit the areas and revise the criterion used. We have seen areas which were accessible, but which have now been affected by climate change and the terrain has also changed. I want to agree with the petitioner that it is in order for the relevant Committee to revisit and review, so that we can come up with new areas. Many areas have been affected by climate change or one reason ... view
  • 10 Feb 2022 in National Assembly: Thank you, Hon. Deputy Speaker. Indeed, this is a very important Petition. It is in the right place, as per Article 119 of the Constitution. Fuel contributes a very high percentage in driving the economy and contributing to inflation in this country. Mr. Mutoro, the Chair of the Consumers Federation of Kenya, whom I went to school with at the Friends School Kamusinga, is purely right. Parliament has a right to look into this matter because of national importance. Article 35 of the Constitution is clear that Kenyans have the right to information. We have seen prices of fuel going ... view
  • 29 Dec 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I am seeking your direction because the Order Paper has been rearranged in an illogical flow. My humble request is that when a Member is proposing an amendment, it will be better if they cite the page so that Members can be able to follow. It is as simple as that. That is why point of orders normally take precedence. I have struggled, but in the long run, I have realised that the amendment was on page 1660. That is what I meant. Members should be able to follow and to debate accordingly. view
  • 22 Dec 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I speak as the Secretary-General of FORD-Kenya and on behalf of the Political Parties Liaison Committee (PPLC). There is an English proverb which says ‘a shoe wearer knows where it pinches.’ We have been in coalitions. We were in CORD and NASA. In the last Parliament, I brought a law on recognition of coalitions and, more importantly, on the aspect of funding of political parties. This Bill has merits and demerits. Article 94 of the Constitution is clear. When it comes to matters of legislation, this House has the authority. We are going to debate ... view
  • 21 Dec 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I thank the Committee for the good work they have done. I have no doubt the two commissioners have what it takes. I looked at the report and listened carefully and in line with the Public The electronic version of the Official Hansard Report is for information purposesonly. • 21 Dec 2021 in National Assembly: Appointments (Parliamentary Approval) Act, the two officers qualify. The critical thing is the key objective of this Commission which is to ensure aspects of gender and equality. It is nice to note that one of the commissioners comes from the minority. This brings in the aspect of equality. On the aspects of gender, we are told they are five. We have heard about the two and the other five. How I wish that the Mover would have gone further and do the tabulations to tell us in terms of the gender representation, if it meets the two-thirds gender rule. If ... view
