  • 8 May 2013 in National Assembly: Thank you, Hon. Speaker, Sir. It is not that I have the instructions from the Leader of the Majority Party on this matter. I, however, rise to second. Indeed, this Bill is very important. When you look at the functions of the county governments, we do have problems at that level because of lack of funds. First, I want to congratulate you for being elected the Speaker. I also want to thank the people of Kiminini for giving me this opportunity to serve in this House. On the Presidential Speech, it was wonderful but all wonders have room for improvement and just like Winston Churchill once said, a great thing has room for improvement. Indeed, the President’s Speech has room for improvement. First on ... view
