  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, as much as I would like to thank the Assistant Minister for the answer, my concern still stand. Could he tell the House what immediate plans the Ministry has in ensuring that cargo discharged from the new terminal will be handled efficiently for the destination up-country because, as I speak now, the railway and road systems cannot handle what is being discharged from the existing terminal? view
  • 30 Jul 2008 in National Assembly: asked the Minister for Transport:- (a) whether he could disclose when the Kenya Ports Authority (KPA) will compensate squatters, land owners and businesses that will be affected by encroachment of the New Port Development to be funded by the Japanese loan, stating the total amount of compensation; (b) whether he could also disclose the amount KPA will spend to acquire land to be used for the establishment of a New Port Development through the Japanese loan; and, (c) whether he could confirm to the House what he intends to do to ensure the country does not incur unnecessary expenditure on ... view

  • 23 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me the opportunity to support this Motion, which I consider to be very important. In this country, the youth are the most misunderstood. They are the most misused and the most abused mainly by us politicians. We use them at will when we want them to fight our battles. As soon as our battles are over, we dump them. I feel very strongly that this Motion is very timely. We should deal with all the issues affecting the youth. When we see what is happening in our schools, where young people are ... view
  • 10 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for the answer although I am not satisfied with it. As we all know that with the concessioneering of Kenya Railways to Sheltam DTY of South Africa was, almost, fraudulently done. Kenyans are yearning to have their railways back. The Rift Valley Railways (RVR) has failed. It owes the Kenya Railways almost Kshs600 million, which is against the regulations of the contracts that they signed. This alone, is enough for the Government to repossess the railways, so that it can be run by the Kenya Railways. The RVR has ... view
  • 9 Jul 2008 in National Assembly: Mr. Speaker, Sir, can I ask the Question on his behalf? view
  • 9 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Yesterday, I requested the Minister for Transport to clarify the issue on Rift Valley Railways Limited, but there was no specific guidance given as to when I will receive the clarification. So, could you direct the Minister to respond to the issue? view
  • 8 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I would like to seek clarification from the Minister for Transport with regard to the Rift Valley Railways Limited (RVR). As I stand here, the staff of RVR are on strike. They have not been paid. I would like to know from the Minister whether RVR is still operational or whether it has bolted out. I would also like to know why the staff of RVR have not been paid and yet, the Managing Director earns Kshs7 million a month. Mr. Speaker, Sir, I would also like the Minister to clarify whether RVR has breached ... view
  • 26 Jun 2008 in National Assembly: Thank you Mr. Temporary Deputy Chairman, Sir, for giving me the opportunity to support this very important Motion. I would like to also thank the hon. Minister for a job well done. As was mentioned in the House, this was, probably, one of the most difficult Budgets to prepare. However, I think overall, he did a very good job. Mr. Temporary Deputy Chairman, Sir, I would like to support the hon. Minister on taxation by encouraging Members of Parliament to pay their dues. I think it is important that when ordinary Kenyans pay taxes without too much complaint, Members of ... view
  • 14 May 2008 in National Assembly: Mr. Speaker, Sir, could the Minister explain to us what he means by "shortest time?" When can we expect the BOGs that are not in place to be in place? view
