  • 10 Jan 2013 in National Assembly: Thank you, Mr. Speaker, Sir. Let me also take this opportunity to thank the Chairman of the Departmental Committee on Lands and Natural Resources for bringing this Report. In so doing, it is also good for me to mention that while conservation is good, they should also embark on ensuring that compensation is taken care of properly. I recall the fate of the neighbours of Mt. Kenya Forest; the ones who live on the Manyatta side. Many of them have lost their lives due to elephants’ menace. We also need to see the Government take care of such families adequately. ... view

  • 9 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, I also stand to support this Bill and in supporting it, let me thank the Minister because of accepting to come and dialogue with the Budget Committee, where I am a Member and the CRA so that we could harmonize the differences that were there. The concerns were very genuine and we were even very concerned that the Minister is now aspiring to become the Kirinyaga Governor; we were wondering why he was shooting himself from behind. It is very good that we have all agreed on how to go about it and I want to ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I also want to commend the Minister for making it possible to adjourn this House and go to campaign early enough so that, at least, we can be sure our competitors are not finding it easy. While supporting the Minister, it is also good to let him know that as much as he has provided for the local authorities, he should be aware that there are many members of staff who have retired from the local authorities and have been complaining seriously. We have seen them staging demonstrations in Embu. I can see they have provided for ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I support that the Motion be adjourned. It is very important for us to also realize that the rich shareholders, who are the directors, are moving to court so that they can arm-twist the poor shareholders. They want to use Parliament as a rubberstamp. Mr. Speaker, Sir, let us adjourn this Motion and it will be dealt with in the next Parliament. view
  • 3 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, let me also support this Bill. It is timely and it is good. It is going to quell the anxiety that has been in the minds of many of the civil servants who work under the Provincial Administration, that is, the chiefs and the assistant chiefs. It is very important for us to ensure that they feel appreciated. There are no two ways of doing that. It is just by passing this National Government Co-ordination Bill. By doing so, we shall be ensuring that they serve while knowing clearly that we appreciate what they do. We ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me also take this opportunity to support this Bill. It is timely. We have suffered in the hands of lawyers. I think the earlier this Bill becomes law the better. I cannot fail to comment about the number of times--- I do not want to mention the name of the specific lawyer, but there was a lawyer in Ukambani, whose vehicle never used to have insurance cover, because he believed that the he was law unto himself. I remember there were a number of claims he raised with insurance companies, most specifically the United ... view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is good that you have recognised me by my previous career. Despite the fact that I went through Chiromo, I found myself entrenched in the Public Service Vehicle (PSV) sector. I am proud that it is what enabled me to unseat a full Cabinet Minister. view
  • 20 Dec 2012 in National Assembly: Let me join my colleagues in supporting the approval of Mr. Kimaiyo. It is very good that the police force will be headed by somebody who has gone through the ranks of the force. It is also important that police officers also feel that they now have an opportunity to be promoted. This is the only way we can ensure that their moral is boosted. Mr. Temporary Deputy Speaker, Sir, as we boost their morale, it is also important for us to remind him, together with the Minister, that the police force lacks facilities. Residences of police officers require a ... view
  • 19 Dec 2012 in National Assembly: Mr. Deputy Speaker, Sir, let me start by reminding the Minister that he is, of course, very eloquent, forceful and very clear when representing the Executive. However, he should also remember that we are also in the Government and this is not what we believe in. I have to make it very clear that I blame the Executive. This is not a problem that can be tossed from the Ministry of Medical Services to the Ministry of Labour. The other day, it was the doctors’ strike and now it is the nurses’ strike. These people are pushing for their rights. ... view
