  • 11 Aug 2021 in National Assembly: So, it has impoverished Kenyans and we must regulate the platforms like what is happening in banks. I know banks are also on the digital platforms, and as has been said by the Committee, this regulation is geared towards those that are not currently regulated. Digital credit services have been abused by the owners themselves as has been clearly alluded to by some of my colleagues and I do not want to get into details. Looking at the interest rates they charge, this has impoverished Kenyans. Secondly, there are concerns on the security of our data which they have access ... view
  • 11 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Bill. First and foremost, let me appreciate the late Hon. Oyioka posthumously for coming up with this Bill and thank the Departmental Committee on Finance and National Planning for taking it up in its entirety. view
  • 11 Aug 2021 in National Assembly: We appreciate the innovators of the digital lending platforms and we know the role they have played in making business easier for our small businesspeople in Kenya. I support them because they have given opportunities to our small-time businesses, but we also know what they have done to our younger generation. It is important for us to regulate these platforms looking at how our people are continuously impoverished because of borrowing after borrowing. You want to send money to some people at home and they say: “Please, send it to my mother’s or father’s mobile number because I have fuliza. ... view

  • 8 Jul 2021 in National Assembly: Thank you, Hon. Speaker. Pursuant to the provisions of Standing Order No.42(a)(5), I wish to ask Question No.242/2021, to the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works: (i) What plans has the Ministry put in place to ensure that the Chabera-Sikri stretch of the Kisumu-Kisii Road is well marked and access culverts installed including stone pitching to enable residents of Kabondo East, Kabondo West, Kojwach and Kakelo Kokwanyo wards access key institutions, particularly Othoro Police Station; the new constituency office junction at Kadongo; Kadongo Post Office; Othoro Level 4 Hospital, and Kamalak and Mikai Dispensary Junction; ... view
  • 8 Jul 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to the Bill. At the outset, let me appreciate Hon. Wafula Wamunyinyi for coming up with the Bill. In summary, it is a lifeline to the industry. For those of us who have grown up in the sugar belt, we went to school from the proceeds of sugar- cane. We remember with nostalgia what those in industries used to look like. If you remember, there was Mumias, Muhoroni, Chemelil, Kibos and SONY sugar companies. It was the envy of all of us as we grew up because ... view
  • 8 Jul 2021 in National Assembly: Let me just raise two issues. First and foremost, is on the composition of the board, which gives five representatives to the growers and this will give the farmers a voice to be heard in the board. Two, on Clause 5(1)(g), maybe later, you may need to consider that we need to separate the office of the CEO and that of the corporation secretary in line with best practice in corporate governance. view
  • 8 Jul 2021 in National Assembly: Three, there is the issue that this Bill gives the farmers an opportunity to own the sugar- cane industry by providing a 51 per cent of shares in case of privatisation of the sugar companies. This is one of the best things that have happened. In terms of the recruitment of the members of the Sugar Arbitration Tribunal, Hon. Wamunyinyi, I hope you are aware that tribunals fall under the Judiciary and, therefore, I propose that we amend this to allow the JSC to recruit all the members because of that requirement. Let me also give a chance to my ... view

  • 30 Jun 2021 in National Assembly: Thank you, Hon. Deputy Chairman. I support the Committee. This is a method of a selected number of suppliers who are shortlisted because of their expertise. This method eliminates brokers and briefcase businessmen, so that we have people who are specialised in those areas of bidding and we do not waste time with brokers. So, I support the Committee. Thank you. view
