The policy recognizes home-based education from two perspectives. First, it recognizes the need to start the education of children with disabilities from the onset of a disability in a home setting rather than when they are enrolled in school. It engaged experts and stakeholders in various areas on their terms of reference. One of them was on some of these areas with cross-cutting issues. In that engagement, Kenyans gave a report. This was not just a mere public participation, but a people-driven process where Kenyans freely gave their views. The Government’s main coordinating body is the county commissioner at the county level.
