  • 5 Jun 2018 in Senate: Okay. Madam Temporary Speaker, I still have some contributions to make. Could I ask for your indulgence to give me some more minutes because this is where money is concerned and it is so sensitive? There is also Part IV, that is, Clause 22(2)(d) which states- “The fund manager shall, in addition to the duties prescribed under the Retirement Benefits Act- (d) Provide regular information on investment strategy, market returns and other performance indicators to the Board;” On this one, to say “regular” is not good enough. It should provide the specific time. For example, I will recommend at least ... view
  • 5 Jun 2018 in Senate: Thank you, Madam Temporary Speaker. There is also Clause 29 which is just a repeat of Clause 28. Particularly, Clause 29(2) is a repeat of Clause 28(2). The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 5 Jun 2018 in Senate: Thank you, Madam Temporary Speaker for your indulgence. Another Clause that was addressed by the Chair is Clause 37. I am still of the view that Clause 37(a) should be deleted because the essence of retirement benefit is to save for retirement. If the person has worked for 40 years and he is still working for the same institution before withdrawing his funds, what we should be asking is; if the county government can continue contributing to the fund because you already have an employment--- If we cannot do that then at least be fair to the member by deleting ... view
  • 31 May 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity. I support the Petition. We are talking about historical injustices and people losing their land. The super Senator reminded us not to use a racist name, but I want to state that people from the East are buying a lot of land from Kenyans and since they are poor, they are letting them have their land. In many years to come, we might just start complaining about land so that needs to be looked into. There is need to have some laws to ensure that ancestral land is owned by ... view
  • 31 May 2018 in Senate: Madam Temporary Speaker, I thank you for giving me an opportunity to take part in this conversation. I support this Motion because we are taking this matter very lightly. The way things are, we will lose this country to corrupt cartels that will bring this nation and its sovereignty to its knees. Why am I saying this? Right now, anybody who is corrupt hides behinds their tribe. That, so and so is being targeted because of his political stand or because of his tribe. When people steal, they do not steal on behalf of their tribe but when they are ... view
  • 31 May 2018 in Senate: attacked the capital City of Nairobi. How did they manage to pass through all the roadblocks that we have in this country to the capital centre and blow up buildings? It is because even the police who are supposed to investigate and bring this menace to an end are also corrupt. As Sen. Orengo has said, we need to have a deeper conversation about corruption and come to a conclusion on how to tackle it. Right now corruption is rampant and very soon Kenyans will be very poor. The tribes we will have will be the tribe of the rich ... view
  • 29 May 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. Before I proceed, I would like to express my condolences to the Speaker of the National Assembly who lost his mother. POOR STATE OF ROAD NETWORK IN NORTHERN KENYA Pursuant to Standing Order No.46(2)(a), I rise to make a Statement regarding the poor state of road network in Northern Kenya. It is a known fact that North Eastern Kenya, specifically Wajir and Mandera counties, have the poorest road network in Kenya. No Government has attempted to improve the poor state of roads since Independence. As a country, Kenya has ... view
  • 29 May 2018 in Senate: Yes, Mr. Deputy Speaker, Sir. It is a Statement. The lack of roads and other infrastructure in Wajir and Mandera has economically marginalised the region. Currently, the dilapidated state of infrastructure has been worsened by the rains. Travelers spend weeks as they endure the pain of travelling from one place to another. No one has ever bothered to tarmac these roads since Independence. Traveling to Mandera from Nairobi by bus takes about two days and costs about Kshs3,500 to Kshs5,000. During the rainy season, the journey can take up to two weeks as the roads become impassable. Mr. Deputy Speaker, ... view
  • 9 May 2018 in Senate: On a point of order, Mr. Speaker, Sir. I thought a ruling was made that if a Senator is away with the permission of the Speaker, then his or her Statement should wait until he or she comes back. If the Senator is away without permission, then the Statement can proceed. view
