  • 4 Jun 2013 in National Assembly: Hon. Speaker, Sir, I wish to request for a Statement from the Chairman of the Committee on Justice and Legal Affairs. Article 2(5) of the Constitution is very clear. In fact, it provides that:- “All general rules of international law shall form part of the law of Kenya”. Kenya is a signatory to the Rome Statute. It has gone further and domesticated the Rome Statute by enacting The International Crimes Act. I would like the Chairman to clarify the following issues in view of the recent developments:- view

I have no issue with her morality and her temperament. But I want to oppose this report as a matter of principle. The Judiciary that we currently have in place in Kenya is supposed to be a reformist Judiciary, bearing in mind where we are coming from, as a country. Deputy Speaker, in my own understanding of the function of the PAC according to Standing Order No.205, nothing limits it from addressing some of the issues raised earlier on by hon. Jakoyo Midiwo. The issues being addressed or raised by hon. Jakoyo pertain to the matter of procurement of the Biometric Voter Registration (BVR) machines.
