  • 14 May 2013 in National Assembly: Very shameful, hon. Speaker, Sir. This leaves a mere 38 per cent to be shared by the rest of the country. This cannot be acceptable and, therefore, my proposition is that this entire list be rejected by the House. view

The problem we have in spite of the fact that we are living in a new dispensation, we still have the old mindset ruling us. Why do I say this? If you look at Article 216 that gives the CRA its mandate, it states that the CRA has the sole responsibility of making recommendations on the revenue allocation between the national Government and the devolved government.   • 23 Apr 2013 in National Assembly: Hon. Speaker, Sir, one of the most redundant commissions is the Commission on the Implementation of the Constitution (CIC). My take - I believe this strongly -is that the work this Commission is purporting to do what can be adequately by a relevant Committee of this House. So I would like to urge Members of this House to take it upon themselves to ensure that in the next appropriations, we do justice to this Commission, so that it stops wasting money and dwelling on irrelevant matters.   • 23 Apr 2013 in National Assembly: On the question of land, the President has talked of irrigating a million acres every year. Unless the President and the Government address the question of land ownership, no amount of irrigation will help us; the biggest issue in this country is questioned land ownership. Article 60 of the Constitution talks about equitable access to land, and sustainable and effective management of land resources. The President and the Jubilee Coalition must give us their philosophy on land ownership if we are to take them seriously on the question of land. view

  • 18 Apr 2013 in National Assembly: On a point of order, hon. Deputy Speaker. It is not correct to say that the matter is pending in the Court of Appeal. In fact, the manner in which the matter was taken to the Court of Appeal was illegal because the Attorney-General, who is the official legal advisor to the Government, had advised that the ruling should not be appealed. Therefore, the case is before the Court of Appeal irregularly and, therefore, cannot qualify to be sub judice in so far as our Standing Orders are concerned. Therefore, the hon. Member is out of order. view
