  • 2 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I respect my friend Wamalwa and I wish him well because he will be the next governor of some county in western Kenya. But, we are discussing a serious matter for our country here. The Division of Revenue Bill is one of the most important Bills in our country because it determines what we get for the Equalisation Fund and the revenue allocated to the counties and the national Government. Is it in order for the Hon. Wamalwa to start telling us about something called NASA; an entity we are not aware of and ... view
  • 31 Jan 2017 in National Assembly: Hon. Deputy Speaker, thank you for this opportunity. Drought in our country is real. As Hon. Kamama said, we have not seen such a crisis in a very long time. Those of us who come from areas heavily affected by drought, our energies are directed not even to looking for votes in this election year, but to the drought. We have stopped everything else to try and find ways by which our people can survive. Cows are dying and schools are closed. I ask people with farms and ranches with grass to be tolerant because this is a very special ... view
  • 31 Jan 2017 in National Assembly: in our places and by midday, none of the machines are working. So, you will have an IEBC tent and people, but no registration taking place because the batteries have gone off as early as 11.00 a.m. It is a waste of public funds, time and does not capture the people that are targeted. I would like to tell IEBC that as part of democracy in this country, they must put in place a special calendar for the purpose of registering persons in the pastoral areas. We cannot be treated as second class citizens because of the disadvantages that have ... view

  • 1 Dec 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Although I support the Motion, I do not support the entire framework on climate change mitigation. This agenda is being pushed by the western countries. In the 18th Century, as the western world industrialised, nobody, including the United Kingdom (UK) and USA, talked about the effects of carbon emission into the atmosphere. Now that they are fully industrialised, they do not want African countries to industrialise. As we ratify this treaty, we must be careful as developing countries. We need to emit a lot of carbon into the atmosphere so that we can develop ... view
  • 30 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairman, we cannot say everything is unconstitutional even when the evidence looks like day and night. You have somebody who is charged of something. Harry Truman said the buck stops at the top. If money was stolen in Waiguru’s Ministry and she was the CS, what other evidence do you need? Let us also think of the public that is ripped off by these people. If you are sympathetic to the person who is suspected, we should also equally be more sympathetic to the people of Kenya whose money was taken. The electronic version of the Official ... view

  • 30 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairman, Jubilee can never be an amorphous party. It is a party with all these Members of Parliament. You cannot call a party where all of us are in, amorphous. Is the Member in order to call a party that we all belong to an amorphous party? The party has all these Members and many governors than any other party in the country. The Member is more amorphous than anybody else. view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I know you will not be kind to me concerning the issue I am about to raise. As Hon. Katoo was speaking, I heard some allegation. If that allegation is true, then this House has committed an illegality. That is because in the Division of Revenue Bill, there are only three items that should go through this House – the County Funds, the National Funds and the Equalisation Fund. For us to have passed the Division of Revenue Bill with an item called CDF is illegal. I seek your guidance. It only says we do not ... view
  • 18 Aug 2016 in National Assembly: Thank you for this opportunity, Hon. Temporary Deputy Speaker. I have been here for quite a while and I understand that this is a very important Bill for our country. It is the Bill that finances our budget and creates revenue sources to finance the Appropriation Bill that we just passed. There are very good positive things in this Bill and some things that are not very good. The aspect of boosting tourism is very important. Tourism in this country is one of the top earners of foreign exchange. Exempting park fees from VAT is very important. Where I come ... view
