  • 18 Aug 2016 in National Assembly: market borrowing because you should never expect interest rates to come down if the Government becomes a borrower. I do not want to oppose the Banking (Amendment) Bill by Hon. Jude Njomo in anyway because we need that in the short term but he also needs to tell our Government and any other Government that will come that it is not good for the Government to become a big borrower domestically because it hurts the local people down there. On the reduction of Corporate Tax, it is a very good idea. This is because our country needs a lot of ... view

  • 27 Jul 2016 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. As it has been said here, human-wildlife conflict is a very serious problem among our communities. Bills passed in this House are laws in our country. Is it in order for us to pass laws in this country and apply them selectively? If people kill wildlife, the law applies immediately with compensation and charges within the law. On the other side, when our people are killed by wildlife, we are getting from the Committee that the Government is not able to compensate them. We should not take this issue lightly based ... view

  • 30 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I rise to support the Bill at the risk of getting some backlash. I want to support this Bill based on what I have seen in this House and the county assemblies in Kenya. I do not support the view that you must have a degree. However, for you to perform your oversight role, legislate and represent, you must have, at least, a minimum qualification. If the minimum qualification requires that you be a Form Four leaver, so be it. If you are to legislate, oversee and represent, but you cannot ... view
  • 30 Jun 2016 in National Assembly: Hon. Lentoimaga said, if the only qualification to get to this House is having an ID card, we are being too selfish. I understand the issues of constitutionalism that people have mentioned. Truly, according to the Bill of Rights, we cannot discriminate on the basis of gender or education. However, during elections, we ask the President to provide a degree. We also ask the governor and his deputy to produce degrees, but when we get to the people who make laws like us, we become so selfish and decide that we should have no qualifications. The Constitution applies to every ... view
  • 28 Jun 2016 in National Assembly: Thank you, Hon. Speaker for this opportunity. I also rise in support of this Bill. We must underscore the importance of this Appropriation Bill to our country. This is a Bill that authorises the Government to spend money on various projects to help our people and economy grow. The process has been long. Since it started last August, it has involved all stakeholders in terms of consultations and public hearings. So, the process is very important in the budget-making process and we must underscore that as we discuss this Bill. The electronic version of the Official Hansard Report is for ... view
  • 28 Jun 2016 in National Assembly: We have to note that this is the second time that we have done programme-based budgeting. This is very important in line with our constitutional requirement. Having said that, this should be the beginning of the budgetary legislative process for this House. If we appropriate money, pass this Bill and allow the Government to spend and have a weak oversight role as Parliament, we will do a lot of disservice to our country. This should be the beginning of the work of Parliament in terms of committees to make sure that we oversee the projects that were supposed to be ... view
  • 8 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I, the undersigned, on behalf of the local community of Murramur draw the attention of the House to the following:- THAT, two parcels of land measuring 2,345 acres and 1,956 acres respectively in Murramur area were set apart for army use in 1976 by the Commissioner of Lands. THAT, the said parcels were allocated to the Ministry of Defence through Gazette Notice No.3210 of 11th November, 1977.
