  • 19 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said that there will be two centres at the Coast; one in Mombasa and the other one in Garsen. I am from Kilifi District which is in between those two areas and well over 150 kilometres apart. Is the Assistant Minister realistic when he says that we will hire this equipment from that distance? view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State, Office of the President the following Question by Private Notice. (a) Could the Minister table the report of the recent food assessment survey in Kilifi 468 PARLIAMENTARY DEBATES April 18, 2006 District? (b) Could he explain why an international Non-Governmental Organization (NGO), World Vision, has been given the responsibility of distributing relief food in the district instead of the Ministry? view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, the copy of the written answer I have from the Minister indicates that the DSG meeting was held at the DC's Office in Malindi on 10th March, 2006. I would like to inform the Minister that Malindi is a different district from Kilifi District. In any case, food is a strategic resource for this country. I do not understand why the Government should go ahead and appoint a foreign agency to determine the fate of Kenyans. Could the Minister tell this House the reasons why a local agency could not be appointed to do the job that ... view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, part "a" of the Question wanted the Minister to lay on the Table the Report of the Assessment of Kilifi District which he has not done. Nevertheless, and I think he will do that, I also expect some of those assessment exercises would be done with reference to local hon. Members. I have never seen anything in Kilifi District that indicates that hon. Members are involved in any way. view
  • 18 Apr 2006 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister tell the House whether he has a list of all the schools that have not received their Free Primary Education Programme funds? view
  • 5 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, there are very many unresolved murders in this country. Could the Assistant Minister assure this House that his department has got enough investigative capacity, to deal with the rising cases of murder in this country? view
  • 5 Apr 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Finance the following Question by Private Notice. (a) Could the Minister explain the rationale behind transferring to Nairobi, operations of the Mombasa Customs Long Room which has been servicing the Kilindini Port? (b) Is he aware that the transfer is causing unnecessary delays in clearing and forwarding work and thus undermining the activities of the port? view
  • 5 Apr 2006 in National Assembly: Mr. Speaker, Sir, the Assistant Minister claims that the Long Room has not been moved and that there has been a decentralisation process. This action is already causing a lot of problems at the Port of Mombasa. At the moment, over 10,000 containers are clogging the port because of this movement of operations. Could the Assistant Minister tell us what action the Government is taking to un-clog the Port of Mombasa, otherwise most of the importers will decide to go elsewhere? view
  • 5 Apr 2006 in National Assembly: Mr. Speaker, Sir, it is not true that the process will ease the work of clearing agents. This is because I have a letter here which is addressed to the Minister for Finance. This letter is from the agents in Mombasa who complain that this process is inconveniencing their activities. My understanding has always been that this Government is committed to decentralization of services. However, what we are witnessing now is that the activities are being taken away from the people to Nairobi. Is the Government shifting position? Is it changing tunes in this case? view
  • 4 Apr 2006 in National Assembly: asked the Minister for Education:- (a) whether he is aware of the serious shortage of teachers in primary schools throughout Bahari Constituency; and, (b) whether he has any plans of recruiting more staff to ease the situation. The Assistant Minister for Education, (Mrs. Mugo): Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that there is a shortage of teachers in primary schools in Bahari Constituency. (b) The Ministry of Education has in place, a plan to replace those who have exited through natural attrition. That will be done by August, 2006. view
