  • 25 Oct 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Health the following Question by Private Notice. (a) Is the Minister aware that the operations at Loitokitok Sub-District Hospital have been paralysed due to shortage of clinical officers? (b) Could the Minister send enough clinical officers to the hospital for the smooth running of its operations? view
  • 25 Oct 2006 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minster for that good answer. However, I would like to bring to his attention that Loitokitok Sub-District Hospital is supposed to have 15 clinical officers, but it has only eight. It is true that, out of the eight clinical officers, five have gone for the post-basic training at KMTC. That leaves only three. If two clinical officers have been posted to that hospital, my concern is that, normally, they go through the Kajiado District Hospital and, sometimes, get held up there. I request the Assistant Minister to ensure that those two clinical officers ... view
  • 25 Oct 2006 in National Assembly: Mr. Speaker, Sir, Loitokitok Sub-District Hospital has so many problems. I would like to inform the Assistant Minister that, that hospital has a 200-bed capacity and yet, the beddings are washed by hands. Could he provide that hospital with a laundry machine? view
  • 18 Oct 2006 in National Assembly: asked the Minister for Water and Irrigation:- (a) if he is aware that there is an acute shortage of water in Loitokitok Town and its environs; and, (b) if the answer to (a) above is in the affirmative, if he could ensure the following measures are taken to address the problem; (i) upgrade the water system by installing two sets of new pumps and one standby both at the source and intermediate stations; (ii) build 500 cubic metre and 200 cubic metre water tanks at Loitokitok and Kikelewa, respectively. 3020 PARLIAMENTARY DEBATES October 18, 2006 view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, first of all, I would like to confirm that the new water pump has been installed. However, it is quite unfair that Loitoktok Town supplies water to the neighbouring constituencies and districts through the Noolturesh Water Pipeline, while its residents go without water. It is laudable to know that the Ministry has engaged a consultant. I would like to know what will happen when the consultant concludes his report and forwards it to the Ministry within this financial year. Could he assure us that within this financial year, he will avail financial resources for the implementation ... view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Minister has confirmed that the current production of water in Loitoktok Town is four times less the demand. Nevertheless, for the benefit of the people of Loitoktok Town, could he tell this House who this consultant is and whether he has moved to the site? view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, one of the issues affecting the youth, and which the Minister has pointed out is unemployment. What efforts is the Ministry putting to ensure that the Government stops recycling retirees, and provides youthful Kenyans those employment opportunities? view
  • 18 Oct 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to contribution to this very important Motion. From the outset, I support it. It is a fact that information is a tool for development. It is also a fact that information is power. I subscribe to the belief that the right to know is a fundamental human right. An informed society can make good decisions on business issues, education and socio- political activities among others. Many examples on the oppression of the people who are sources of information have been given by the previous speakers. Those people should ... view
  • 2 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to also contribute to this very important Vote. From the outset, I support this Motion. But I would like to draw the attention of the Minister to the fact that among the very many districts that have not been allocated anything in terms of Development Expenditure this financial year is Kajiado District, which is my district. August 2, 2006 PARLIAMENTARY DEBATES 2569 Kajiado, and other towns including Narok and Kilgoris, have markets and cattle dips that are supposed to be serviced. Nevertheless, I want to support this Vote ... view
  • 2 Aug 2006 in National Assembly: . We need a lot of planning, proper organisation and management of service delivery. This goes down to the ward level. This is where the management and organisation of the Local Authorities Transfer Fund (LATF) comes in. My proposal is that we need to have ward committees just the way we have CDF committees at the constituency level. It is very paramount to have these committees at the ward level to oversee the implementation of services being delivered by this Ministry because as it is now, all the decisions are just being made by the councillors at the ward level. ... view
