The Government should wake up and do the necessary for the people to be safe. In parts of Samburu, the situation is worse.   • 7 Jul 2021 in National Assembly: Thank you Hon. Temporary Deputy Speaker. I rise to oppose this amendment. As others have said, there is nothing the amendment remedies in the CPSB. The drafters of this amendment seem to be confused between the board members and the employees of county governments. In the county government, we have the human resource department headed by a human resource manager dealing with employees. There is no need to have the qualification of the chair of the board in the area of human resource because we already have a human resource manager at the county.   • 7 Jul 2021 in National Assembly: be sourcing for a specific person. We will reject this, so that we do not lock out other Kenyans from this competitive opportunity in the county. The secretary to the board needs to have certain skills and qualifications. However, it has just been left open and yet the chairman can only be there during employment sessions. If you look at other boards, the best practice is that we have the board at governance level and the employees at administrative level, and we should not mix those two. As my colleagues have said, the Equalisation Fund is provided for by the Constitution. This is a Fund that has never served the purpose it was intended for. I think time has come for these regulations to be implemented so that the areas in this country which are marginalised can start using the money.   • 6 Jul 2021 in National Assembly: All places in this country need to be served. This money will help us, although we have wasted 11 years. The Committee should bring a Motion for extension so that we recover the time which has been lost. There is so much funds that have not been used. It is really bad if KRA is not supported with what they need so that they help the country. What the Committee found out is that KRA cannot perform to get money to pay the debts and what we borrow from outside because it is not well funded.
