  • 2 Jul 2013 in Senate: Asante Sana, Bw. Bw. Naibu Spika, ... view
  • 26 Jun 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute on the same Motion. First, I want to congratulate Sen. Muthama for bringing this Motion. What I only want to do is to add some three issues to the same Motion. I understand there is a Senator who is preparing to do amendments to this Motion. I would want to request him, to, probably, add up the three issues that I want to mention right now. There is the issue of digging pit latrines next to the boreholes. This has been promoting water borne diseases among the ... view
  • 19 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. I stand to support the Motion but with some amendments. I believe that the Mover of this Motion is aware that there are already structured enterprise funds that take into consideration the issue of youth and women. I would suggest that we amend this Motion. I do not think, as Government, that we should continue to establish various enterprise funds while we already have some. We already have the Women Enterprise Fund and the Youth Enterprise Fund. There have been challenges in executing these funds. What we should do, as leaders, is to look at ... view
  • 19 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. In this matter, because we already have an existing YEDF in the structure of our Government, we were only alerting ourselves that why should we have another parallel establishment of Graduates Enterprise Fund? Another thing that I want to talk about is the issue of the Cabinet Secretary for Devolution. The Cabinet Secretary is already employed; she has already been appointed. I would suggest that there is no need for us to actually antagonize that Ministry and that Cabinet Secretary. Instead, we need to work with her as Senators. We need to support her and ... view
  • 19 Jun 2013 in Senate: Madam Temporary Speaker, I am not supporting because we already have a fund that is similar to this. So, there is no need to have a parallel fund. view

  • 22 May 2013 in Senate: Mr. Deputy Speaker, Sir, I am Sen. Liza Chelule and I stand to congratulate the Mover of this Motion, Dr. Zani. I support it for the following reasons. When she was moving this Motion, it came into my mind that we have resources in our counties especially at the community level. As I am talking today, I hope we have all been enjoying this Keringet Water. It is a natural resource from my area. I am not aware and there is nothing that has been remaining at the community level to address social issues. I am so proud today that ... view
  • 14 May 2013 in Senate: Thank you, Madam Temporary Speaker, for giving me this time to contribute. First and foremost, I must thank my fellow Senator who brought this Motion to the Floor. I am in support of it because of the following reasons. I hope that under the new Constitution, there are no personnel who do not know the difference between a Member of the County Assembly (MCA), a Senator, a Governor and, maybe, a Member of Parliament (MP). As I speak today, I want to speak about the issue of the area of coverage for the MCAs. We must not forget that for ... view
  • 8 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also want to support this Motion. We all know that there is insecurity in our country. As we are seated here today, as Senators, there is a problem in the line of security in our country. I do not know whether this is a problem of investigations not being done. As I talk today, I think it is our obligation, as Senators and as leaders of this country, to make sure that we come up with modalities on how to address the issues of insecurity in our country. As I stand here today, ... view
  • 30 Apr 2013 in Senate: Mr. Speaker, Sir, I stand here to give my message of condolence to the family of Sen. Mutula Kilonzo. As my fellow Senator, I have known him for a short time, but I have known him to be a prominent lawyer and Minister for Education in our country. I have also known him to be a very principled person. So, it is my humble request to my fellow Senators to pray for the family and stand with them in this situation. This is a situation of sadness and tears. I also request the whole country to pray for the family. ... view
  • 23 Apr 2013 in Senate: Mr. Speaker, Sir, I am Liza Chelule, Nominated Senator from Nakuru County. I stand to support the President’s Speech. Before I do so, I want to thank my party for nominating me to this House. I want also to thank the people of Nakuru County for their prayers. I want to take this particular minute to support the Speech by the President simply because he talked about two main issues touching on women. This is about abolishing fees in dispensaries and maternity. I am saying this because many women have been suffering and others detained in hospitals because they have ... view
