  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to take the earliest opportunity to thank the people of Rangwe Constituency for having demonstrated confidence in me. In their wisdom, they thought I should represent them and I want to thank them. It is with hindsight that I want now to say that I am proud of the people of Rangwe for the privilege that they gave me. view
  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if it serves this House, then I will give her a chance and then I come after her. view
  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I thank the people of Rangwe, I want to say that the privilege they gave me was not in vain. I am proud to look back today and see the tremendous work we have done together in Rangwe in terms of infrastructure development. Schools have come up and performance in schools has seriously gone up. I also want to thank them for having made me part of the history of this country by making me part of the Tenth Parliament. I am proud to be part of the Tenth Parliament because of its achievement. ... view
  • 9 Jan 2013 in National Assembly: Thank you, Mr. Speaker, Sir. This Ministry is becoming notorious. This is the Ministry that handles the elderly’s stipend. This is the Ministry that handles the orphans and widows. This is the Ministry that also handles people with disabilities. Recently, we passed a Bill that required that everybody be incorporated in these programmes, but the Assistant Minister says now that he does not have data. Could he clarify to this House how many out of the one million persons he has talked about are from Ndhiwa Constituency and Homa Bay County, for that matter? view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I rise to support the Motion that in the interest of time, and for practical purposes, the days be reduced. view
  • 9 Jan 2013 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to support this Bill. I think this country has come a long way from the days of a single party to the days of a central Government and now we are transiting to a devolved system of Government. It is important for every Kenyan and institution to appreciate that there is the need and that we must change with the times. I want to thank the Minister for Finance for having appreciated the position of this House on its determination to ensure that devolved Government takes off and takes ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I want to rise on a point of order first and then contribute to the Bill. Mr. Speaker, Sir, I want to, first of all, find out whether the Fiscal Bill is available. I have been running up and down frantically to get it but I have not seen it. view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I want to start by saying that I support the Bill. I have the benefit of the background of it from yesterday’s debate. From the debate of yesterday, it was evident that the Minister was seeking an extra Kshs57 billion. This comes after Treasury experienced a lot of challenges in revenue collection. Hon. Members may recall that we started by a deficit of about Kshs106 billion. To date, we have a revenue shortfall of about Kshs45 billion. We also have an additional expenditure of about Kshs57 billion. Hon. Members will also appreciate that we need view
  • 9 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, I rise to support the Bill. I want to say from the outset that we had a negotiation with the Minister and I hope that he is going to live up to our agreement by bringing an amendment during the Committee Stage of this Bill, so that we have the enhanced figure of Kshs9.8 billion. Madam Temporary Deputy Speaker, Kenyans’ hopes are in devolution. This hope must never be dashed by anybody. I want to take the commitment given by the Minister for Finance, who is representing the Treasury here, very seriously. I want to go ... view
  • 9 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, I want to thank the House for that indulgence. I want to bring out something little. As we engaged the Minister, it emerged that the inclusion of this proposed appropriation, which will be an authority to withdraw money from the Consolidated Fund, was in doubt as to whether it was included in the overal Budget framework. As we speak today there is a shortfall in the revenue target. There was a gap in the financing of this Budget right from day one. Now we are going to ask for an additional Kshs9.8 billion. It is important ... view
