  • 2 Apr 2015 in National Assembly: Thank you, hon. Speaker, for giving me this chance. I congratulate the Chief Whip for donating these minutes to me. Let me start by paraphrasing a statement made by Roosevelt, the former President of America that, patriotism means to standby the country and not by the president or public figure. This is a time when we have to stand by our country and this is a time when our country needs us across the divide. The standing ovation we had in this House was the first of its kind and that shows that the President had touched the nerve centre ... view
  • 2 Apr 2015 in National Assembly: past crimes against people of this nation and for him to create funds for restorative justice is a move in the right direction which should have been done long ago. In the education sector, the free examination fee, the free primary education and the promise to do free secondary education is a step in the right direction that is badly needed especially by people from arid and semi-arid areas which we represent. On insecurity, the Government is doing much but a lot still needs to be done. We regret to share an incident that is going on now in Garissa. ... view
  • 12 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. I would like to start by thanking hon. Okoth for bringing this very timely Motion. view
  • 12 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, the issue of school fees is very touchy in this country. In Arid and Semi-Arid Lands (ASALs), where I come from, it is one of the greatest challenges facing the parents. When you look at access to education in ASALs, when we are just about to come up due to devolution, the school fees issue and the strikes that have been staged by teachers, especially in the North Eastern region, have actually pulled us back to where we were before. Hon. Temporary Deputy Speaker, if a student from North Eastern pays Kshs60,000 to do a medical ... view
  • 12 Feb 2015 in National Assembly: The poverty level in North Eastern Kenya is something that is well documented in this country. When a child from ASALs is asked to pay that amount of money, then it is as good as telling such a child or the parent that they are not good enough to access the environment and, therefore, they should remain within their confines. What was done by the terrorists in Mandera the other day is something very bad. As leaders, we regret what happened and also condemn it. Unfortunately, the Kenya National Union of Teachers has capitalised on that incident and played into ... view
  • 12 Feb 2015 in National Assembly: teachers from North Eastern and formed a union for them called: The North Eastern Teachers Association. They then asked them not to go to their working places. My question is: If something like that happens in any other part of this country and the Government workers boycott, how are we going to work as a nation? For example, what happened in Kapedo? If the soldiers decide to take photos and say they are not going back there, what would happen to this country? That is what is happening with the teachers who are demonstrating around here and saying that they ... view
  • 14 Aug 2014 in National Assembly: The Temporary Deputy Speaker, thank you very much for giving me the opportunity to contribute to this very important Motion - the County Allocation of Revenue Bill, 2014. This is the second Financial Year after the promulgation of the new Constitution under which we are implementing the devolved system. This Bill is very important for the functioning of our county governments. I think this Bill had been inputted by both this House and the Senate much earlier. In fact, when we did the Revenue Allocation Bill, which divided funds between the counties and the National Government, this Bill attempts to ... view
  • 14 Aug 2014 in National Assembly: There are a lot of attempts to talk about referendum, I understand from my old party. Theirs is just for political reason. I think it will not achieve anything but just to keep this side of Government on its toes. But I would understand this issue of governors going for referendum to raise their allocation to 45 percent. I do not know but from simple mathematics, they forget that we are also running the National Government which runs our education system, our infrastructure, free education and employment of teachers, developing our infrastructure, the ports, railway and everything. They do not ... view
  • 14 Aug 2014 in National Assembly: With those few remarks, I beg to support. view
  • 3 Jul 2014 in National Assembly: Thank you, hon. Speaker. I concur with the Chairman that this one was actually answered, but I was waiting for another one from the same Chairman; it is an issue on security--- view
