  • 18 Aug 2009 in National Assembly: The Deputy Prime Minister and Minister for Finance did a very good thing by saying that the money meant for retirement benefits should be invested in Government stocks. This is because we even saw the National Social Security Fund (NSSF) depositing money in banks that went under. So, if this will be implemented and have all retirement benefits put in Government stocks or securities, it will be a very good idea. view
  • 18 Aug 2009 in National Assembly: Mr. Deputy Speaker, Sir, with those few remarks, I beg to support this Motion. view
  • 25 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I support this Motion of Adjournment. Since we have been here for some time, I think it is high time we take a break and go and join our people. Just to mention about the Constituencies Development Fund (CDF), we want to say that it is something that has been going on very well but the Government should take it seriously, so that we do not limit our resources. We plan for our projects at the beginning of the financial year but as you know right now, we only have 50 per cent. In some other ... view
  • 24 Jun 2009 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this chance to support this Motion. First of all, I would want to say that education is the key and it should not be denied to anybody because of their status in life. We have left academies to the rich because they can afford them but have neglected public schools, where as a result of the free primary education, all other children are supposed to be in. Mr. Temporary Deputy Speaker, Sir, we should endevour to put more funds towards education since this is the only thing that we can ... view
  • 16 Jun 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this Motion. I want to add my voice and support our Minister for the good budget that he gave us. I want to thank him because we have talked about devolution. He has taken a step towards the right direction. view
  • 16 Jun 2009 in National Assembly: Much has been given to the constituency, but we wish good guidelines will be set so that the mwananchi down there does not think that the whole amount has come to the CDF kitty. It is good if it is well analyzed, so that we know what is coming through the line Ministries and what is coming directly into the CDF kitty. view
  • 16 Jun 2009 in National Assembly: I also want to ask the Ministries that will be given these devolved funds to involve the CDF committees and District Development Committees (DDCs), so that we can have a say in the devolution of the funds. The Minister also gave a budget of Kshs 44 billion to the Department of Defence. When it comes to internal security which is an equally very important arm of the Government, the funds were reduced which actually affects the state of security. I am not saying that we do not have external forces which are a threat, but internally, we are more threatened ... view
  • 16 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, when it comes to agriculture, I think it is high time we did radical changes. We have seen a country like Malawi which has really done well. It is now self-sufficient and able to export more than it is producing because it took radical changes. We are a signatory to the Maputo Declaration which requires that we should have 10 per cent of our budget going towards agriculture, but unfortunately, our budget for agriculture is far much below. Wanting to be a self-sufficient country agriculturally, we need to increase the funds that we allocate to ... view
  • 16 Jun 2009 in National Assembly: Funds should also have been devolved in the Ministry of Water and Irrigation like other Ministries, so that we have dams, water pans and irrigation schemes in our constituencies well funded and we can start implementing all these good ideas that we have, but we lack funds. I am happy with the allocation to the Ministry of Education. We have been talking about free primary and free secondary education. However, as you realize, the quality of our education has been very wanting. I want to congratulate the Minister because view
  • 13 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, when will the Ministry computerize their systems because the issue of double allocations should be something of the past when they computerize? view
