  • 8 Jan 2013 in National Assembly: Madam Temporary Deputy Chairlady, I think we are confusing this issue of procurement and projects. The CDF is about community projects. I am sure that what Eng. Gumbo is talking about here is that the projects undertaken in terms of contracting should be given to the youth. So, let us differentiate between contracting and the actual development project. That is the issue which is at hand here, Madam Chairlady. view
  • 8 Jan 2013 in National Assembly: Madam Temporary Deputy Chairlady, I support the amendment. However, there is an issue that will be left hanging. This is Clause 24(a) where we are deleting “as may be designated by the Cabinet Secretary or alternate.” This means that it leaves the sub-clause to read; “the National Government official at the constituency.” If we move on in the same clause, where there is a mention of a county administrator, if we are to have a very clear clause here, it is good to mention if the Government official will be the sub county administrator or if it will be another ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this chance to support the appointment of Mr. Halakhe Waqo. I know Waqo as a Kenyan of good credentials and definitely he is going to do a good job. All I am saying is that the Ethics and Anti-Corruption Commission is a serious commission that staying without a substantive Chief Executive Officer (CEO) is actually a disservice to Kenya because we know what the commission is supposed to do. What I would like to say is that we support the nomination of candidates but when they occupy their offices they ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to oppose this report in the strongest words possible. I think this House should not be put into a play of double speech. I have heard Mr. Githae talking about meritocracy. I have heard Mr. Duale talking about how even KUPPET, the Minister and KNUT complained. All the arms that support education complained. If we can only borrow a word from Mr. Langat, issues of education are like a race. You cannot balance somebody who is going for 100 meters and say that since you want to represent the whole of Kenya, then ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am concluding but let me just say that although we look at the regional issues, when it comes to standards on education there is no compromise. It is just like a race, as I said. view
  • 3 Jan 2013 in National Assembly: Yes, I have. I am a lover of education, good performance and From the qualifications that, that lady has, I can see she can take the Teachers Service Commission to the next level, and all the countries of the world will come here to emulate what Kenya will have done. With those few remarks, I would like to conclude by saying that let us return merit as recommended by the Kamunge Committee. view
  • 2 Jan 2013 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to congratulate the Prime Minister for the Statement and the tributes he has made to the Tenth Parliament and also as we carried our business in the Tenth Parliament, we noted the role you had played. In fact, you have been a cross cutting thread to ensure that the coalition was properly knit and everything went on quite well. Mr. Speaker, Sir, we really knew this was a very loose coalition but the Prime Minister and the President brought us home because they actually went beyond their expectations. We have ... view
  • 2 Jan 2013 in National Assembly: Mr. Speaker, Sir, I also stand to oppose this particular Motion. We are just from a holiday mood. Some of us even sat in our Committees during the Christmas weekend. Without anticipating debate under Order 9, if I may quote without mixing the languages, it is not “ bora kazi ” it is “ kazi bora ”. Therefore, I oppose the Motion, so that we can do a good job. view
  • 2 Jan 2013 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the chance to also support The National Government Coordination Bill. From the outset, we know the role played by the Provincial Administration and also the undefined roles of the Cabinet, which is now being properly put and provided for in this Bill. It is known that with the new Constitution and the creation of counties, the counties are not independent states of Kenya. But they are actually part and parcel of Kenya at that devolved level. For the President, who will be the Chief Executive of the country to be ... view
  • 20 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me also add my voice in supporting our recommendation on the appointment of Mr. David Kimaiyo as the Inspector-General of the Kenya Police Service. I come from a hotspot area in terms of cattle rustling. Time and again, when such incidents occur, the problem that is normally witnessed as the reason as to why the bandits are not arrested is that the police do not have adequate resources and tools for the job. They do not have enough vehicles. Even where they sleep is quite questionable. Mr. Temporary Deputy Speaker, Sir, while serving in ... view
