  • 7 Oct 2008 in National Assembly: Mr. Speaker, Sir, considering that there are many newly created districts, could the Assistant Minister tell the House whether funds have been made available to all the new districts for construction of district headquarters? view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I want to thank the Prime Minister for the Statement that he has made with regard to the issue of the Grand Regency. I am a Committee Member of the Departmental Committee on Finance, Planning and Trade and I remember from mid May, all the way through the month of June, we started calling the Minister for Finance and the Governor of CBK. However, the story we got is that there was no deal at all on Grand Regency. If anything, they were just fishing and they had not decided on anything at all. So, if the ... view
  • 8 Jul 2008 in National Assembly: We wasted a lot of time for two months going through this process when he knew what had happened. We interviewed the Director of the Kenya Anti-Corruption Commission (KACC) and the Attorney-General. If the Minister for Finance has stepped aside, he should also apologise to the Departmental Committee on Finance, Planning and Trade. 1680 PARLIAMENTARY DEBATES July 8, 2008 view
  • 8 Jul 2008 in National Assembly: Mr. Speaker: Last clarification, Mr. Farah! view
  • 8 May 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also stand up to support the Bill. First of all, I would like to say that this Bill is long overdue. I have been working in the banking sector, and know that this issue came up a long time ago, though not in this form. Let me commend the Minister for bringing this Bill to the House. May 8, 2008 PARLIAMENTARY DEBATES 953 Secondly, let me state that when we talk about money laundering, it has many facets as enumerated in the provisions of this Bill. It touches on terrorism, drugs money, corruption and ... view
  • 30 Apr 2008 in National Assembly: Mr Temporary Deputy Speaker, Sir, I rise to support the Motion on the Supplementary Budget. I will start off by thanking the Minister and all those who are involved in revenue collection for the country. We know that after the General Elections, it has been a trying moment. At least, we see that most of the activities within the country are on course. I also wish to commend the Minister, in particular, knowing very well that when we talk about Supplementary Budget, it is to make a review of the main Budget that was presented earlier. The main Budget was ... view
  • 16 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. My name is Mr. Ntoitha M'Mithiaru, Member of Parliament for Igembe North. I wish to add my comment on the Motion on the Plastic Control Bill. We all know that plastic materials are an eyesore when it comes to our streets, estates and everywhere we go because they are littered all over the place. It becomes an environmental nuisance. It is something that needs to be controlled. All we should ask is: why do we have all these plastic materials? We start with the usage from the industries to the individuals. When we go ... view
  • 15 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. My name is M'Mithiaru from Igembe North. I wish to support the Accountants Bill. Let me, first of all, say that I have actually not gone through the entire body of the Bill. But I have read the Memorandum Clause and also the importance of the Bill to the industry. Madam Temporary Deputy Speaker, the Accountants Bill is a professional bodys' Bill. What we know is that all professions must be backed by the requisite law for them to be able to enforce what they do, and also practise with their functions properly defined. ... view
  • 25 Mar 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I had actually shelved my idea to speak, but something has sparked my mind again. As I support the Motion for the Adjournment, I do recall that in this House, we passed two Bills; one of them being the National Accord and Reconciliation Bill, which we were all ambassadors to. We should actually use this time round to cement the relationship that was already sour. We know that the document that was signed by the two principals is by itself not complete, unless it is translated and we walk the talk on the ground. ... view
  • 25 Mar 2008 in National Assembly: Mr. Deputy Speaker, Sir, with those few remarks, I beg to support. view
  • 12 Mar 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. My name is Mr. Ntoitha M'Mithiaru, the Member of Parliament for Igembe North, formerly Ntonyiri Constituency. Mr. Speaker, Sir, let me add my voice in support of the Presidential Speech and, more so, the areas that he covered. He talked about the National Accord which he and hon. Raila signed. That was a sign that Kenyans cannot forget and, more so, when we realise that when both gentlemen went to the polls, they did not do so, so that, later on, they can sign an accord. They were both going to win and ... view
