  • 18 Sep 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir. I rise to support the Motion and request the Mover if I can add something small on his Motion. When people are injured and manhandled by wildlife, they end up staying in hospitals for a very long time. Once they are out of hospitals, they are unable even to support themselves or their families. We should add that the Government caters for their hospital bills. The Kshs200, 000 which they are given after leaving hospital cannot do much for a family. I was just requesting the Mover if he would be comfortable with ... view
  • 17 Sep 2013 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to support the amendment of the VAT Bill. Last weekend, I went home and I was confronted by some old people asking me how come Members of Parliament are not fighting for them on the issue of the cost of basic commodities. We do not want a Government which is so insensitive to the plight of the people who voted it in overwhelmingly. We do not want to create a vacuum between the rich and the poor. There are people who even work for Kshs100 per day. There are some families which ... view
  • 18 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, I rise under Standing Order No.83, which says that any hon. Member may raise a point of order any time during the speech of another hon. Member, indicating the Standing Order upon which the point of order is based. In this case, I would like to refer the House to Standing Order No.173, which says that, unless otherwise provided by any written law or the Standing Orders, the Committee on Selection shall, in consultation with the parliamentary parties, nominate Members who shall serve on a Select Committee. view
  • 18 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, as I stand here, I am a very worried hon. Member. For the last seven weeks, some of the hon. Members seated here have not sat in any Committee. I am a Member of the Eleventh Parliament. I am a Member of a political party. Previously, I used to sit in the Committee on Administration and National Security. In mid-May, 2013, I made a request to be moved to the Committee responsible for energy because the Committee also caters for communication and information. I am a Member of Parliament from the area where Konza City is ... view

  • 16 Jul 2013 in National Assembly: Thank you, hon. Speaker, Sir, for protecting me. I rise to support the Motion by hon. Njomo. The Motion is very important since it calls for the creation of a renewed youth training and investment strategy from areas of accessing training facilities through the ICT. It also seeks to empower the youth through our various strategy programmes and multiple focuses on ICT learning, formally or informally. This will be through the various skills development and programmes using mechanisms that facilitate youth action, support their learning and help them mobilize resources in creating a positive change in themselves and in the ... view

  • 16 Jul 2013 in National Assembly: Hon. Speaker, Sir, I was making reference the way you read your Standing Orders and consult articles from the Constitution. He is just jealous. Our youths are suffering in our constituencies and the 2.5 per cent of the CDF that is supposed to be used for the youth is not enough. I also propose to the House to see whether it can increase this percentage to even 5 per cent. Generally, the youths are referred to as the leaders of tomorrow and we need to prepare them for this. After training, they go to the jua kali sector and they ... view
  • 11 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. In supporting the Motion, I would like to thank hon. Jude for bringing it to the House. It is very important for all of us. I want to urge the Government to enforce compliance of Article 55 of the Constitution. Hon. Members will remember that during the referendum on the view
  • 16 May 2013 in National Assembly: Hon. Deputy Speaker, I rise to support agro-based parastatals. With the devolved governments, these should not be burdened with debts. If you look at the Motion, the issue of farmers producing all the inputs and yet at the end of the day they do not benefit--- For example, in my county we have a cotton factory. What happens is that sometimes farmers deliver their produce in good time but they take so long to be paid until they are unable to deliver in the second round. So, we are not going to talk about this so much because you will ... view
