  • 26 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I want to thank the Leader of Majority Party for the answers he has given but I want to seek clarification. He talked about 46 vehicles being given to the Police County Commanders. You know when you give them to the Police County Commanders then I do not know whether these vehicles are able to be utilised by the forces which need them or they will be used by the Police County Commanders for their comfort. The second issue is that when you talk about only eight counties being relatively affected by insecurity, from the ... view
  • 25 Jun 2013 in National Assembly: There is no problem, hon. Speaker, Sir. view
  • 25 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. Thank you, Chair of the Committee. I stand to second the Motion on the appointment of Prof. Segor as the Principal Secretary Nominee for Health. Having listened to what the Chair has said, considering that Prof. Segor comes from Kabarkoke Village - and having worked there in Baringo - I was privileged to visit some of those villages. It is one of the remotest areas of this country. So, I think this is an appointment to assist those who are marginalized. From that village, for one to become a Professor, it means that he or ... view
  • 25 Jun 2013 in National Assembly: Hon. Speaker, Sir, Article 43(1) of the Constitution provides that every person has a right to the highest attainable standards of health, which includes the right to health care services and reproductive health care. Having attained that level of professorial studies, Prof. Segor understands very clearly what Kenyans deserve. It is a right for Kenyans. It is under the Bill of Rights. Being in charge of the policy, research and referral facilities of this country, and being a Professor of Biochemistry--- Biochemistry is one of the subjects that are taught at the undergraduate level for those who become doctors like ... view
  • 25 Jun 2013 in National Assembly: Thank you, hon. Deputy Speaker. I stand to support the Motion but with reservations, in that in these appointments so far my county of Trans Nzoia has not benefitted from the Jubilee Government appointments, despite the fact that they voted for Jubilee and have a Member of Parliament even in the House. view
  • 25 Jun 2013 in National Assembly: I want to say that we do not just have to look at the qualifications but these individuals need to think outside the box. This is because for the two Ministries to which they were nominated, when you look at the infrastructure in this country, it is not evenly distributed. You look at our road network in some of the areas; we only think of the road linking Kenya to Uganda through Malaba, but the road can also link Kenya to South Sudan through Trans Nzoia and Suam; this is also an area that we need to open up. view
  • 25 Jun 2013 in National Assembly: The other issue that we need to look at is the railway network in this country, which has not been functional. The railway network in this country can take a lot of cargo off our roads; whenever you are travelling every day in this country to western Kenya there are so many lorries on the road with cargo. If the railway network was functional these loads of cargo would be taken off our roads and the roads would be safer to drive on. view
  • 25 Jun 2013 in National Assembly: So, with those few remarks, I support. Thank you. view
  • 20 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I rise to support this Motion. I want to congratulate the Chair of the Budget and Appropriations Committee together with his team for work well done. If the Budget and Appropriations Committee had also listened to the presentations which were made by the Committees, especially the Departmental Committee on Health and the Departmental Committee on Education, Research and Technology, we would not be seeing teachers going on strike today. This is because I remember we went to the Bomas and stayed there up to very late at night presenting the issues of the CPS which ... view
  • 20 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I want to support this Motion as amended. Many parts of this country have been marginalized in terms of development. As we deal with this Supplementary Budget, we realize that it is going to address issues to enable the elected Jubilee Government to meet its obligations. Those obligations are the people’s expectations. I come from Endebess Constituency, which was hived from Kwanza. My constituency has been marginalized by the past regimes and that is why we fought to have our own constituency. We were marginalized in terms of development and, in fact, even in terms ... view
