  • 19 Sep 2007 in National Assembly: Thank you, Mr. Speaker, Sir. The roads are the main feeder roads linking the constituency to higher class roads; Kapsabet-Eldoret Road, C39, Kapsabet-Turbo Road, C37, and Eldoret-Turbo Road, A104, and Mosoriot-Eldoret Town. They are all earth roads and have sections which are currently not passable either because of damages caused by the ongoing heavy rains being experienced in the North Rift region or drivers are experiencing difficulties to drive because of their formation on higher plasticity and expansive clay soils which becomes unmotorable when exposed to excessive moisture. The current state of roads and plant intervention measures are as follows:- ... view
  • 19 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think I want to confirm that I appreciate the concerns of the hon. Members. In the case of the roads covered by my Statement, we have already discussed with the Kenya Roads Board (KRB). Funds have been made available. Currently, we are doing in-house work. Mr. Temporary Deputy Speaker, Sir, in the case of emergency in the west of the Rift Valley, this does not only cover the North Rift, but also South Rift. More than two weeks ago, before I went overseas; I left you people here saying I am sick; I was ... view
  • 19 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think we are not here to say we do not have a problem with our roads. In fact, the challenges are very serious. Sometimes when I hear people complaining about going to Eldoret via Eldama Ravine, we see vehicles getting stuck and so on. The amount of fuel used when the vehicles get stuck, the amount of tear and wear on the vehicles, including tyres, is very heavy on both the owners of vehicles as well as the country. We are all in agreement that we need to sort out these problems. view
  • 19 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to second this Motion because I believe that, this House, through the relevant Departmental Committee and debate in this House, has clarified most of the major issues that have been of concern to us. We, in this House, when it comes to the Finance Bill, we are only the custodians of the taxpayers. We are representing the people who give us money to manage this country. Mr. Temporary Deputy Speaker, Sir, I would like to mention to this House that, when the Budget and the Finance Bill came out, some of ... view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the roads in Muhoroni Constituency have in the recent past been in a poor condition. (b) I beg to table a list indicating how funds allocated for maintenance and repair of the roads in Muhoroni Constituency during the Financial Year 2006/2007 were utilised. view
  • 29 Aug 2007 in National Assembly: (c) Most of the roads in Muhoroni Constituency have since been repaired as per the list that I have tabled, while other works are still in progress, although occasional rains continue to impede the progress of repairs. view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, three-quarters of what the professor has said is just lecturing me and also inviting me to Muhoroni. The good professor should appreciate the fact that Muhoroni has a peculiar situation in terms of road management. The land is flat with top clay soil and because of the black clay soil, the rain goes in and damages the roads. The issue of roads maintenance in Muhoroni is a very complicated one. Mr. Deputy Speaker, Sir, the other point is that Muhoroni is an area that is susceptible to floods during the rainy season. Even if I double ... view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, hon. Mwandawiro is raising an issue which should be, first of all, raised at the District Roads Committee (DRC) level. He is a member of the DRC. If there is any problem, either by the contractor or the road is getting spoilt, it is upon the DRCs to inform the Provincial Engineer to come and inspect it and tell us what has gone wrong. The number of roads we are doing right now are in thousands. It is impossible to expect the Ministry to be inspecting every road. The DRCs are there to help us by ... view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I do not think it is fair for people who are not qualified engineers to come and criticise them here. My engineers have been maintaining roads in this country. We have to trust our professionals. We cannot come here and complain against every professional. view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, we work very closely with consultants to know exactly what type of material has to be used on any given road. For the information of Prof. Olweny, the Chief Engineer Roads together with the Chief Engineer Operations were in his area last Monday. Is that not a demonstration of concern that we want to do roads for you? view
