  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for this opportunity. I want to begin by thanking the people of Samburu West Constituency for electing me for two consecutive terms; giving me the opportunity and experience to perform even better in the coming Senate. I hope I will be there together with hon. Imanyara. I joined Parliament on a KANU ticket in 2002. In fact, I was the only person in KANU. All my supporters were in the rainbow coalition. But for strategic reasons, I joined KANU because we were told there was suspicion that I would be rigged out, if ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, l beg to reply. (a) Yes, I am aware that there is no scheme of service, but the Government appreciates and recognizes the work performed by village elders in support of chiefs and assistant chiefs at the grassroots level countrywide. Indeed, village elders or headmen, as they are popularly known, provide an essential link in service delivery for the chiefs and assistant chiefs and, by extension, the Government at large. Parliament passed an amendment to the Chiefs Act in 2010 to provide for appointment of village elders and their remuneration as may be determined by the Minister. ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I am not able to indicate the criteria as of now because we are still in the middle of passing this law and we require the co-operation of all hon. Members. We have proposed an amendment that will provide for the opportunity for the Cabinet Secretary to consider the services of these village elders. So, at that time when the law is passed and the Cabinet Secretary is in place under the new Constitution, then conditions for operation and remuneration may be worked out. You will realize that these people are not on a permanent basis like ... view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, it is true that we have not been very fair to the village elders and village ladies. It is also true that it is the chiefs who have been supporting these people with the communities that they operate within. Sometimes this has not been happening. It is also true that consideration is now going to be given and a budget be put in place so that they get some allowances. view
  • 9 Jan 2013 in National Assembly: Yes, Mr. Speaker, Sir. Wazee wa mitaa will also be considered. view
  • 9 Jan 2013 in National Assembly: Mr. Speaker, Sir, I stand to support this Bill. The Ministry of State for Special Programmes requires funding. The other day, I was checking for foodstuff for the people of Samburu North in Baragoi area who were displaced and robbed of their livelihood, that is, their cattle. They are now living without food at all. I was told that the Ministry does not have resources to buy foodstuffs. I am, however, glad that a substantial amount of money has now been put in this budget not only to help the people of Baragoi, but also the people of Tana River ... view
  • 2 Jan 2013 in National Assembly: Mr. Speaker, Sir, earlier on, we were congratulating ourselves for a job that we have done very well in the last five years. I think it is just fair that we wind up nicely. There are things that can wait. There are Bills that can wait and others that cannot wait. For example, the Bills to do with the Constituencies Development Fund (CDF), retirement and the fate of Provincial Administration are very sensitive. view
  • 6 Dec 2012 in National Assembly: Madam Temporary Deputy Speaker, I want to support this amendment, given the amount of anxiety this has caused to many prospective ward assembly members, in particular, the areas which have been left behind in education. There are persons who have been councillors for more than 20 years. They have sat as chairmen of county councils. They can follow proceedings; they are literate and they have been left out from these positions. The second reason for supporting this amendment is that in my county, which is Samburu County and the neighbouring counties, it will be very difficult to meet the constitutional ... view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg the indulgence of the House for this Question to be answered next week on Tuesday. I do not have the answer because my colleague who is supposed to answer the Question is also not around. view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have the response to that. view
