I would like to congratulate Mr. Oparanya for bringing this Motion, which is very timely considering the disasters that have happened in this country for a long time. When I looked at some of the examples that the hon. Member has given, with some very few exceptions such as the HIV/AIDS, all those disasters can be associated with environmental degradation. While I strongly support the formation of the proposed authority, so that all disastrous issues are co-ordinated, it is important to understand that many of these issues are actually caused by the fact that we are not managing our environment properly. The Ministry of State for Defence gets almost 20 times what the Ministry of Environment and Natural Resources gets. In fact, what is truly threatening the people of Kenya is environmental degradation. So, we should invest more in this Ministry. I would like to add that one reason why I would like to raise this matter is that my office gets many requests by people who feel that many plots that were illegally or irregularly acquired are currently being developed. view
