  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to contribute to this Vote. I join the other side of the House to support this Motion. I am obliged to do so, first, as a senior citizen of this country and, secondly, as a person who has been brought up in the Office of the President. I believe and trust that the Office of the President is the heart and engine of this nation, because it deals with the security of the country. We should not be blinded by some flaws that could happen in any organization ... view
  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to give Notice of the following Motion:- THAT, in view of the devastating effect of the famine-induced drought that affected the Northern, part of Eastern, Coast and Rift Valley Provinces that occasioned major losses of human life and livestock late last year and early this year; aware that during the mourning of our colleagues who died in the plane crash, this House in unison made a firm appeal to the Government to initiate a marshall plan for the development of the affected regions through the current Budget; noting that the Government has not ... view
  • 6 Jul 2006 in National Assembly: to ask the Minister for Immigration and Registration of Persons:- (a) Is the Minister aware that there are many people from Ijara and other parts of North Eastern Province currently taking shelter in refugee camps in Daadab? (b) Is he further aware that these people have been denied registration and issuance of ID cards and as a result cannot access voters' cards? (c) What measures will the Minister take to ensure that these people are issued with ID cards so as to participate in the on-going voter registration exercise? view
  • 22 Jun 2006 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. Mr. Deputy Speaker, Sir, if I were the only person to decide on this Budget, I would have said "no". This is because, following the Marsabit air tragedy, hon. Members of this House spoke very passionately about development in the North Eastern Province, upper Eastern Province and other marginalised areas. I am totally disappointed to note that nothing tangible has been factored in the current Budget. Only Kshs1.5 billion has been allocated for water projects in the 22 districts in the ASAL ... view
  • 14 Jun 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to support this Motion wholeheartedly on the grounds that as we all know, during the colonial period, the British Government created 46 districts whereas the population of the entire current Republic of Kenya was between six and eight million people. As we all know, there is a great disparity in the development of this country since those districts which were created at that time with the exception of the arid and semi-arid districts of this country have attained a lot of development because they were small and manageable at ... view
  • 14 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, even if its population comprises of ten people, they are human beings and they are there! Whether you like it or not, they are there and they have the right to share in the resources of this country. Mr. Temporary Deputy Speaker, Sir, when we are talking about Kenya, we do not refer only to the population of Kenya but also to the land. That is why we do not have borders between our people but we have borders with nations. When we are singing our national anthem, there is always reference to the issue ... view
  • 14 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I do not need to explain to the hon. Member how people die. He will also die one day. view
  • 14 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will not repeat them. The responsibility of any government is to arbitrate and solve disputes among its people. We are now watching the World Cup and in every match there is always a referee. Without a referee in any match, there will be chaos, despondency and confusion. Similarly, where a Government is not willing to resolve issues among its own people, then I wonder wether there is any need for such a government to exist. Most of these districts have been in existence for the last ten years and they have not been gazetted ... view
  • 8 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, I think the question asked was whether the Government will give proper compensation to the affected people. We know that the Government cannot erect electric fences in all national parks and there is no way anybody can stop wildlife from destroying crops. The most important thing is to have a policy of proper compensation. view
  • 2 May 2006 in National Assembly: Ahsante, Bw.
