    "content": "Mr. Speaker, Sir, there was a very hearty conversation that was going on. I am not trying to go back to what you had ruled. However, sometimes I think we are too sensitive as a House. Little banter here and there sometimes is good. When you come in a House like this, if we just talk like we are in a debating club and the rules are so tight, sitting here the whole afternoon would be very difficult. I remember there used to be two Prime Ministers in the United Kingdom, Gladstone and the first Jew to become a Prime Minister in the United Kingdom. When Gladstone used to talk to Queen Victoria, he would go there and talk to her as if he was addressing a rally. However, the other Prime Minister whose name I forget - he even wrote a book about the two nations - used to joke around with the Queen.
