    "content": " Hon. Temporary Deputy Chairman, I must confess I was not putting my head into this, but I heard certain things being mentioned and I happen to be an authority in them. The gracious lady moving this amendment, is a person I hold in very high esteem. The word ‘ mwongozo’ has never been defined in law. So, when there are references to it giving it some type of activity, is in contrast to written law. Would the Vice-Chairperson explain the term ‘ mwongozo’ and is it in tandem with the rest of the books of law?"
