    "content": " The reason I asked the Mover to clarify is because in this Bill, there is the Secretary of Children Services who is technically supposed to represent all the interests of a child. Anybody who has an interest has a leeway of directing it through the Secretary of Children Services. So, when we now introduce this term in the Bill, we have a problem with that because as I said the Secretary is the authorised officer to represent all matters of a child and anybody with any interest can channel the interest to the Secretary.
