Indeed, one can say there is a plethora of rulings on the matter as to whether or not an Assistant Minister is a Minister. As a matter of fact, the latest position is that, if you go to the Standing Orders, the Constitution as amended or to the National Accord and Reconciliation Act, “Minister” includes the President, Prime Minister, Deputy Prime Ministers, Ministers and Assistant Ministers so that Mr. Khangati, the Member for Kanduyi, is, in fact, a Minister. But by coincidence, he is assisting in the Prime Minister’s Office. But, of course, I expect that the Prime Minister will treat his Assistant Minister with respect and decorum!"
