    "content": "Madam Temporary Deputy Speaker, in my last year’s Budget Speech, I announced measures to be taken to improve on food security and to cushion our farmers against low prices for their produce. In order to make this a reality, I have proposed to amend the Capital Markets Act to allow for a regulated commodity futures market. This measure will go a long way to facilitate the establishment of a futures exchange to serve as a platform for trading futures contracts of multi asset classes such as currency, minerals and energy derivatives."
