    "content": "Mr. Temporary Deputy Speaker, Sir, I still insist that we are working on a legal instrument which will provide for some of the issues the Member has raised. For example, that legal instrument should be able to provide for criteria for selection of a board, composition of that board and a trust deed for fundraising strategies and, of course, running a Ministry is not like addressing a political rally! You have to have systems put in place; a memorandum has to be done to the Cabinet to approve and allocate funding."
