    "content": "Mr. Temporary Deputy Speaker, Sir, this Bill is a product of a lot of consultations, particularly, when the Deputy Prime Minister and Minister for Local Government set up the Taskforce which went round the country. They have held so many consultations, a number of which I have attended. Going through the Bill, I can see that a lot of the views, wishes and aspirations for those in this country who have been yearning for a devolved system of governance, have been accommodated. I believe that this House should be able to legislate this Bill to enable it to be enacted into law and operationalized."
