    "content": "On a point of order, Mr. Speaker, Sir. I rise on a point of order, really, to find out the basis upon which this deferment is being sought and the nature of discussions. That is because I did indicate to the Deputy Prime Minister and Minister for Local Government, and the hon. Attorney General that I will be taking an issue regarding the constitutionality of the President’s Memorandum. If that is to clarify those issues, then may I have permission to lay the basis on why this Memorandum is unconstitutional?"
