    "content": "As I conclude, we are talking about poverty, but the Government needs to enact a law to provide for the number of children a person should have. If you go to China and Europe, they have enacted a law to provide for this. In Kenya, you will find that the poor people produce more children than they are able to sustain. This becomes a burden. You find that those who are able produce few children and the burden is on the poor people. The Government needs to do something about the number of children that a person should have."
