"content": "I rise to support this Motion because it has come at the right time. Allow me to quote the assertions of a philosopher called âThomas Hobbesâ in his theory of âSocial Contractâ. He states that the role of a government is to protect life and property. If the government fails to protect life and property of its citizens, the citizens go back to âa State of Natureâ. When their lives and properties are threatened, they find their own way of protecting themselves. That is the observations we have made from these pastoralist areas."
