    "content": "On matters of security, the Departmental Committee on Administration and National Security can engage those officers, and any other Member can go and sit on the Committee, so that we get a comprehensive answer to the security situation in the country. It is not for us to say that this House should engage--- We do not expect Ministers to come and sit on the Front Bench. We cannot do it. The structure that we put in place at the referendum when Kenyans approved a new Constitution was one that made sure that ole Lenku cannot be in this House. Unless we go back, amend the Constitution, do a referendum and bring a new governance structure, we will not have Ministers in this House. Unless we do that---"
