Is it in order for a Mover and Seconder of a Bill to be operating on completely opposite sides? I would imagine that the person seconding the Bill is actually called a “seconder,” as Sen. Boni Khalwale would say. Under what circumstances then does the Mover and the seconder contract each other? I thought that you second to agree. When you second to disagree, is the Bill still on?"
