    "content": "Actually hon. Chepkong’a should have gone ahead to read the Constitution. The Constitution has not left it ambiguous on what is a Money Bill. It goes ahead to define it. Therefore, it is not just the discretion of the Speaker. But finally, this House has already considered this matter previously. There was a time I remember when we had a similar situation where an amendment had already been approved by the Speaker and, again, the Speaker did make a ruling that if it is discovered that this is a money Bill by nature, it is not admissible."
