    "content": "Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended by deleting clause 6 and substituting therefore the following new clause ─ 6. Section 5 of the principal Act is amended by─ (a) deleting the word “Council” and substituting therefor the words “Cabinet Secretary” (b) inserting the following new paragraph immediately after paragraph (c) ─ (ca) provide evidence of public participation in the formulation of the policy and the environmental action plan.
