    "content": "Mr. Deputy Speaker, Sir, on the same issue of proper dressing in the House, in my humble view, as much as hon. Mbuvi’s dressing could be proper outside on the streets, it is clearly not proper in the House. You will recall that earlier in this Parliament, I came one afternoon dressed in an advocate’s collar, gown and flaps. I thought that, that was proper dressing for this House as a lawmaking organ, but the Speaker made a ruling that I was not properly dressed. Clearly, this dressing, even if it is an emerging trend, is in my view, not acceptable on the Floor of Parliament."
